{"id":1007,"date":"2022-02-24T20:04:15","date_gmt":"2022-02-24T12:04:15","guid":{"rendered":"https:\/\/www.ketik24.com\/?p=1007"},"modified":"2022-02-24T20:15:26","modified_gmt":"2022-02-24T12:15:26","slug":"bayar-ganti-untung-diduga-masih-bermasalah-tol-manado-bitung-ngotot-diresmikan-presiden-ri","status":"publish","type":"post","link":"https:\/\/www.ketik24.com\/?p=1007","title":{"rendered":"Bayar Ganti Untung Tanah Diduga Masih Bermasalah, &#8216;Ngotot&#8217; Diresmikan Presiden RI"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>KETIK24Com<\/strong> &#8211; Presiden RI Joko Widodo (Jokowi) dijadwalkan akan meresmikan jalan Tol Manado-Bitung sepanjang 39,9 kilometer pada Jumat (25\/2\/2022) besok.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Akhir September 2020 lalu, secara virtual dari Istana Kepresidenan Bogor, Presiden Jokowi telah meresmikan pengoperasian jalan Tol Manado-Bitung ruas Manado-Danowudu sepanjang 26 km.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rencana kedatangan Presiden RI Joko Widodo untuk meresmikan tol sempat dipertanyakan beberapa warga Sulut yang hingga kini belum mendapatkan hak atas ganti untung tanahnya yang sudah digunakan untuk pembangunan tol Manado-Bitung.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Salah satunya penerima kuasa ahli waris Sambud &#8211; Sambuaga, Marie Maritje Sambud.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marie sampai turun ke jalan tol yang melintas Desa Suwaan, Minahasa Utara sambil menenteng semua dokumen kepemilikan tanah dan surat Pengadilan Negeri Airmadidi, Senin (14\/2\/2022).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tindakan ahli waris ini, buntut dari sikap Kantor Wilayah BPN Sulut dan Pejabat Pembuat Komitmen (PPK) Pengadaan Lahan Jalan Tol Manado &#8211; Bitung 1 yang terkesan mempermainkam program ganti rugi lahan warga Sambud-Sambuaga.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Marie menjelaskan, lahannya kena tol seluas 1576 m2 dan 11 m2. Total 1587 m2. Nilai yang mesti dibayar PPK sesuai perintah pengadilan Rp 421.739.000.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSelamat datang di tol penuh masalah. Karena pembebasan lahan masih diboikot BPN Sulut,\u201d ucap Johny Sambud, warga Minahasa Utara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Warga pemilik lahan lainnya pun mempertanyakan kinerja dan integritas Badan Pertanahan Nasional (BPN) Provinsi Sulut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kantor Wilayah Badan Pertanahan Nasional (Kanwil BPN) Sulawesi Utara dituding kerap mengambil keputusan &#8216;aneh&#8217; selama masa pembebasan lahan tol tersebut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Muncul sinyalemen, ada petinggi Kanwil BPN dan PPK Pengadaan Lahan Tol yang sengaja mengaburkan status lahan warga untuk meraih keuntungan jika terjadi konflik atau sengketa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Diketahui, kedatangan Presiden kali ini menyusul rampungnya 100 persen pembangunan tahap akhir Seksi 2B Ruas Danowudu-Bitung sepanjang 13,65 kilometer (km) dan telah mendapatkan Sertifikat Laik Operasi (SLO) oleh Dirjen Bina Marga Kementerian PUPR<br>Tiga seksi lainnya sepanjang 26,35 kilometer telah beroperasi sejak 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saat ini tol Manado-Bitung memiliki satu tambahan gerbang baru, yakni Gerbang Tol (GT) Bitung, yang terkoneksi dengan Jalan Ir. Soekarno.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dengan demikian secara keseluruhan, Jalan Tol Manado-Bitung akan memiliki lima gerbang tol, yaitu GT Manado, GT Airmadidi, GT Kauditan, GT Danowudu, dan GT Bitung.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jalan tol ini juga akan terintegrasi serta mempermudah akses menuju Pelabuhan Internasional Bitung, Kawasan Ekonomi Khusus (KEK) Bitung hingga sebagai pendukung Kawasan Strategis Pariwisata Nasional (KSPN) Manado-Bitung-Likupang.<br>Jalan Tol Manado-Bitung yang membentang sepanjang 39,9 kilometer dibangun sejak tahun 2017 memiliki total investasi sebesar Rp 5,120 triliun dengan masa konsesi 40 tahun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pembangunan jalan tol Manado-Bitung menggunakan skema pendanaan Supported-Build-Operate-Transfer, dimana Pemerintah membangun sebagian seksi jalan tol dan sisanya dilelang kepada investor swasta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pembangunan seksi 1 meliputi Jalan Tol Manado-Airmadidi sepanjang 14,09 kilometer dibangun dari sumber biaya APBN, APBD dan dana pinjaman dari pemerintah China sebesar Rp 1 triliun.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kemudian seksi 2 yang mencakup Jalan Tol Airmadidi-Bitung sepanjang 25,5 kilometer dibangun oleh PT Jasamarga Manado &#8211;
